What happened

Anthropic signed a new agreement with the General Services Administration (GSA), the US federal procurement agency (Anthropic). Government partners get a 40% discount on Claude Enterprise, Claude for Government and the Claude API.

For the first time, the discount applies across every product surface: direct purchases today and purchases through cloud providers in the coming months. It also extends to state, local, tribal and territorial governments.

There is no minimum spend commitment, and agencies pay for the usage they consume. Anthropic estimates the discounts will save the government $1 billion. It is also launching a dedicated program to help agencies implement Claude and get more out of it.

What else we know

According to Anthropic, about 500 US federal, state and local government organizations now use Claude. Weekly active users of Claude for Government are up about eightfold since February, and usage across federal civilian agencies has grown about 20-fold in a year.

Most of the examples are about development and security. Utah gave Claude Code to 34 developers across 10 state agencies, and 71% reported saving 20+ hours by the end of the four-week pilot. A state developer moved nearly 900 API methods to a new framework in two days, on a project scoped for a month. A federal security team used Claude Mythos to find and patch a vulnerability that could have allowed the takeover of a critical production system in about two days; a human penetration test the month before had missed it.

On compliance, Claude for Government has been generally available at FedRAMP High since September 30. Claude on Amazon Bedrock and Google Cloud Vertex AI is also authorized for FedRAMP High, and select models on Bedrock are authorized for DoD IL4 and IL5 workloads. Claude Enterprise is in process for FedRAMP Moderate.

Why it matters

Long procurement cycles and tight budgets have been a real barrier in the public sector. A lower price and pay-as-you-go billing with no commitment lower that barrier, making it easier for Claude to end up in everyday government IT work.

The big labs are competing hard for the US government AI market, and steep GSA discounts are a main tool in that race. The thing to watch is when the discount goes live through the cloud procurement channels.
